First, a damaged Recycle Bin definitely cannot cycle deleted files normally. If you view a greyed-out Recycle Bin icon, which implies your Recycle Bin becomes corrupted.

Second, the desktop Recycle Bin cannot cycle and save large deleted files that are larger than the maximum size of the Recycle Bin. If you can ensure your deleted files are large sizes, you can customize the storage size of the Recycle Bin within these clicks.
